1. On 21st March, 2018 Government of India has approved North East Industrial Development Scheme (NEIDS), 2017 with financial outlay of Rs.3000 crores upto March, 2020. Government will provide necessary allocations for the remaining period of the scheme after assessment before March 2020. NEIDS is a combination of the incentives covered under the earlier two schemes with a much larger outlay. To promote employment in the North East States, the Government is incentivizing primarily the MSME Sector through this scheme. Government is also providing specific incentives through the scheme to generate employment. All eligible industrial units, which are getting benefits of one or more components of other schemes of the Government of India, will also be considered for benefits of other components of this scheme. 2. Under the Scheme, the following incentives shall be provided to new industrial units set up in the North Eastern States including Sikkim: Central Capital Investment Incentive for Access to Credit(CCIIAC) 30% of the investment in Plant & Machinery with an upper limit of Rs.5 Crore on the incentive amount per unit. Central Interest Incentive (CII) 3% on working capital credit advanced by eligible Banks/ Financial institutions for the first 5 years from the date of commencement of commercial production by the unit. Central Comprehensive Insurance Incentive (CCII)Reimbursement of 100% insurance premium on insurance of building and Plant & Machinery for 5 years from the date of commencement of commercial production by the unit. Goods and Service Tax (GST)Reimbursement up to the extent of Central Govt. share of CGST and IGST for 5 Years from the date of commencement of commercial production by the unit. Income Tax (IT)Reimbursement of Centre’s share of income tax for the first 5 years including the year of commencement of commercial production by the unit. Transport Incentive (TI) a) 20% of the cost of transportation including the subsidy currently provided by Railways/Railway PSU for movement of finished goods by rail. b) 20% of the cost of transportation for finished goods for movement through the Inland Waterways Authority of India. c) 33% of the cost of transportation of air freight on perishable goods (as defined by IATA) from the airport nearest to the place of production to any airport within the country. Employment Incentive (EI) The Government shall pay 3.67% of the employer's contribution to Employees’ Provident Fund (EPF) in addition to Government bearing 8.33% Employee Pension Scheme (EPS) contribution of the employer in the Pradhan Mantri Rojgar Protsahan Yojana(PMRPY). 3. The overall cap for benefits under all components of incentives will be of Rs.200 crores per unit. 4. The newly introduced scheme shall promote industrialization in the States of the North Eastern Region and will boost employment and income generation.

The Scheme of recognition will be confined to i) Folk Music/Song ii) Classical Music iii) Folk Dance iv) Theatre v) Creative Arts Painting Composition, Handicrafts etc 2. The Awardee will be given a cash award of Rs 10.000/-. 3. The Directorate of Art & Culture/ Cultural Affairs of concerned States may constitute an Expert Committee for selection of Young Talented Artistes from the above mentioned fields and their recommendation shall be submitted to the Director, NEZCC for final decision. 4. Strict impartiality irrespective of ethnic group/community or religion or physically challenged persons should be maintained while selecting the artistes and recommended for the given awards. 5. List of the Expert Committee and their findings while making the selection for recommendation should be sent alongwith the bio- data, two passport size photographs along with a brief citation of the selected artistes.

GOI, Ministry of Culture runs scheme called Guru Shishya Parampara Scheme through Zonal Cultural Centres to preserve and promote rare and vanishing art form on Classical or Folk/Tribal so that the young talents be nurtured to acquire skills in their chosen field of art under the able guidance of Gurus.

The primary objective of this Mini Mission was to create additional water area for aquaculture through Individual Ponds, Community Ponds, and Reclamation of Wetlands etc. The additional Aquaculture area created through 2500 hectares of individual ponds and community ponds resulted in an increase in the State’s fish production from 4,799 MT in 2011-12 to 11,961 MT by 2017-18, providing additional livelihoods to 25,000 fish farmers.
