N.R.L.M. is a scheme launched by the Government of India in 2011. The mission of the scheme is to reduce poverty by building strong institutions of the poor particularly organizing women into Self Help Groups (SHGs) so as to enable the poor households to access gainful self-employment and skilled wage employment opportunities to improve their livelihoods on a sustainable basis. For implementation of the scheme, an autonomous society in the name of Meghalaya State Rural Livelihood Society (MSRLS) headed by the Chief Executive Officer was created in 2012. The programme is rolled out in four pilot blocks viz, Dalu C and R D Block, Rongram C and R D Block, Mairang C and R D Block and Mawkyrwat C and R D Block. During 2016-2017, implementation of the scheme has been expanded to 4 (four) blocks viz, Umsning, Mawkynrew, Resubelpara and Laskein C and R D block. Fund for the programme is shared by the Central and State Government in the ratio of 90:10.

The mandate of the Act is to provide at least 100 days of guaranteed wage employment in a financial year to every rural household whose adult members volunteer to do unskilled manual work. Goal of the Act i) Social protection for the most vulnerable people living in rural India by providing employment opportunities. ii) Livelihood security for the poor through creation of durable assets, improved water security, soil conservation and higher land productivity. iii) Drought-proofing and flood management in rural India. iv) Empowerment of the socially disadvantaged, especially women, Scheduled Castes (SCs) and Schedules Tribes (STs), through the processes of a rights-based legislation. v) Strengthening decentralized, participatory planning through convergence of various anti-poverty and livelihoods initiatives. vi) Deepening democracy at the grass-roots by strengthening Panchayati Raj Institutions. vii) Effecting greater transparency and accountability in governance.

DDU-GKY is a part of National Rural Livelihood Mission (N.R.L.M.). It aims to skill rural youths who are poor and provide them with jobs having regular monthly wages at or above the minimum wage. This initiative aims to establish training centers, promote self-help groups (SHGs), and provide permanent shelter for homeless individuals in urban areas. This involves constructing residences for the homeless, street vendors, rag pickers, etc., fostering private and collective micro-construction in cities. The scheme intends to create job opportunities and boost income for the economically disadvantaged, covering the entire urban population in all 4041 cities and towns through the National Urban Livelihoods Mission under Deendayal Upadhyaya Antyodaya Yojana for urban regions.

To accelerate the efforts to achieve universal sanitation coverage in a time bound manner in mission mode, the Prime Minister of India, Shri Narendra Modi, launched the Swachh Bharat Mission (SBM) on 2nd October, 2014, with the goal of achieving an open defecation free (ODF) India by 2nd October 2019, The Department of Drinking Water and Sanitation manages the rural component of the mission – Swachh Bharat Mission Grameen (SBM-G), and is the coordinating department for the overall SBM. Going forward, the SBM will focus on moving from ODF to ODF Plus, through a focus on ODF sustainability and Solid Liquid Waste Management under four major verticals: Greywater management, plastic waste management, bio-degradable solid waste management and faecal sludge management.

Jal Jeevan Mission (JJM) has recently been launched by the Prime Minister of India, Shri Narendra Modi, 15th August 2019 to provide Functional Household Tap Connection (FHTC) to every Rural Household by 2024. The programme will also implement source sustainability measures as mandatory elements, such as recharge and reuse through gray water management, water conservation, rain water harvesting. The Jal Jeevan Mission will be based on a community approach to water and will include extensive Information, Education and communication as a key component of the mission. JJM looks to create a jan andolan for water, thereby making it everyone’s priority.Meghalaya the GOI has set a target by December 2022.

The aims & objectives of the scheme for recognition of Tour operators is to encourage quality standard and service, in this category so as to promote tourism in Meghalaya. This is a voluntary scheme open to all bonafide tour operators.

Provision of affordable accommodation to tourists in private houses with basic amenities would help in bridging the gap in the shortage of accommodation in the State during the tourist season. These homestays can be either additions to existing homestays or new units. To encourage public participation in the tourism sector, homestay accommodation would be given an incentive as follows :- Assistance of 30% of the project cost limiting the project cost to a maximum of Rs 16.00 Lakhs.

The scheme is meant to provide temporary accommodation, maintenance and rehabilitative service to women and girls rendered and homeless due to family discord, crime, violence, mental stress, social ostracism or to those who are in moral danger and to rehabilitate them economically and emotionally.

The programme envisages active involvement of village community in the process of development right from the grass-root level upto the implementing stages which is in consonance with the policy programme of the Government.
