GOVERNMENT SUPPORT

Policy

  • Meghalaya State Education Policy, 2018 :

    • The state adopted its Education Policy to enable all learners to develop their individual potential and acquire all relevant knowledge, skills and dispositions for gainful employment,democratic participation,moral action and life of personal development, growth and well being.

  • Upcoming Meghalaya Industrial and Investment Promotion Policy, 2023:

    • Shall provide incentives and subsidies for industrial and investment promotion with special focus on thrust sectors including education.

  • Meghalaya Startup Policy, 2018:

    • Provides for special incentives and support for development of start-up ecosystem in the state.

  • Pre and Post Matric scholarships scheme amounting to ₹ 180 crore have been distributed in the current financial year.

Infrastructure

A.Existing Infrastructure:
  • The state has 74 Colleges, 6612 Lower Primary & Upper Primary Schools, 783 Secondary Schools, 112 Higher Secondary Schools, 7 Kendriya Vidyalayas and 12 Jawahar Navodaya Vidyalaya (JNV).
  • The state also has a International School i.e.,BDW International School, Captain Williamson Sangma State University, North Eastern Hill University and IGNOU.
  • The state also has medical institutes such as North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences and institutes for management studies such as Rajiv Gandhi Indian Institute of Management, Shillong (IIM), National Institute of Hotel Management, Shillong (IHM).
  • For skilling, the state has 3 Polytechnics in Shillong, Jowai, and Tura along with 11 Industrial Training Institutes across the state.
  • The state is home to several engineering colleges of the likes of National Institute of Technology, Shillong (NIT), Regional Institute of Science Technology, Shillong Government Engineering College, College of Architecture and Urban Planning, Tura.
  • It also houses several institutions of national stature such as National Institute of Fashion Technology, Shillong (NIFT), College of Home Science, College of Post Graduate Studies, Central Agriculture University Umiam.
B. Upcoming Infrastructure:

In 2023-24, the outlay for creation of capital infrastructure in education increased by 50%. The following new infrastructure projects are or shall be undertaken in 2023-24:

  • New infrastructure is being constructed at 208 schools at a cost of ₹ 109 crore, major upgradation of infrastructure is being taken up at 111 schools at a cost of ₹ 97 crore along with minor repairs are being taken up at about 1,750 schools with an estimated cost of ₹ 62 crore.
  • Construction of the ‘College of Science and Commerce’ at Mawphlang, East Khasi Hills and at Mahendraganj, South West Garo Hills is underway.
  • Three provincialized government colleges in Baghmara, Sohra and Williamnagar, with a total cost of ₹ 36 crore will be completed.
  • Four new polytechnics in Ri Bhoi, West Khasi Hills, East Garo Hills and South Garo Hills will become functional soon.
  • 21 People's colleges in rural areas to be supported by the State Government as government aided colleges.
  • Construction of dedicated skills parks at Shillong and Tura with investments of ₹ 50 cr. each.

Entrepreneurial Ecosystem

Entrepreneurial Ecosystem:
  • PRIME Meghalaya promotes an entrepreneurial mindset through a hub-and-spoke model where the Universities and Colleges of the state can act as spokes that can give basic guidance and pre-incubation support to students. For this, it runs several programs such as Faculty Development programs for faculties and Idea Clinic & Knowledge Sessions for students.
  • Operationalization of PRIME Startup Hubs in all district headquarters as part of building district-level startup ecosystems.
  • Enhancement of the upper limit of the Startup grant from ₹ 5 lakh to ₹ 7.5 lakh per entrepreneur and zero-interest scale up loans from ₹ 25 lakh to ₹ 50 lakh.

Skill Development

Skill Development:
  • Employment oriented skilling of 1.2 Lakhs youth with focus on traditional sectors of agri and allied activities, tourism and service sectors and new and emerging sectors like AI, robotics, drone-technology and design.
  • Construction of ‘Chief Ministers Youth Centers’ in 50 locations alongside the sports infrastructure as spaces for youth to convene and organize activities.
  • Nurturing youths through mentoring and sending at least 5000 of them to exposure trips both nationally and internationally in 2023-24.
  • Establishment of cross departmental interventions like youth helpline, a youth portal, systematic and all-encompassing counseling system and mentoring networks.
