GOVERNMENT SUPPORT

Policy

State IT Policy, 2004:

The state came up with this policy to realize its vision of transforming the state of Meghalaya into one of the most preferred and leading destinations for investments in I.T./I.T.E.S., high-end technology and electronics industry in East India or NorthEast Region. The policy is currently under revision and is expected to be rolled out soon.

Presently in view of the latest Rules and Guidelines of the Government of India, consultations are ongoing with all stakeholders aimed at amending the policy. The amendment process is being overseen and reviewed by the State Broadband Committee (SBC) chaired by the Chief Secretary, Government of Meghalaya, and assisted by the Working Committee under SBC.

North East BPO Promotion Scheme:

A central government scheme envisaged under Digital India Programme, with the aim of creating employment opportunities and dispersal of the Information Technology and Information Technology Enabled Services (ITES) industry in small cities and towns in NER by incentivising the setting up of Business Process Outsourcing (BPO) and ITES operations by providing financial support of up to Rs 1 lakh per seat in the form of viability gap funding towards capital and operational expenditures.

Infrastructure

A. Existing Infrastructure

Shillong Technology Park (1st Phase):

As part of Meghalaya’s Golden Jubilee Year in 2022, the first phase of the Shillong Technology Park was inaugurated in 2022 with a super built-up area of about 1 lakh square feet.

It provides a platform with opportunities for IT professionals belonging to Meghalaya from across the world to contribute back to their home State.
The first phase, building of the Technology Park provides employment to more than 1500 people directly and is estimated to generate three times as many jobs indirectly.
The Technology Park will support Incubation centers in collaboration with industry, academia and government stakeholders.
The entire space of the first phase building at Shillong Technology Park has already been booked by leading corporates and MNCs and is operational. Companies operating from Shillong Technology Park include Medusind, 24/7 AI, HDFC Bank and TechDigital.

Meghalaya State Wide Area Network (MSWAN) upgradation:

MSWAN was launched in August 2011 to support the various e-governance initiatives being planned by the State as well as the Central Government. It was implemented on a Build-Own-Operate and Transfer (BOOT) model, spread over a period of five years to provide Data, Voice and Video services to various offices of the Government of Meghalaya (GoM) and other locations as identified by GoM.

B. Upcoming Infrastructure

Shillong Technology Park (2nd Phase):

The Government of Meghalaya is committed to continue providing increased impetus to the Information Technology sector in Meghalaya. Towards this objective, tendering process for the Second Phase has been successfully completed and the works have been started.

On completion of the 2nd phase, more than 3000 youths will be employed directly, and estimated to generate three times as many jobs indirectly.

Software Technology Park India, Shillong:

Expected to come up soon, should boost the growth of IT/ITES investment in the state. This STPI would be acting as an incubator and facilitator for small and medium-scale IT/ITES companies.

C.Digital Infrastructure:

About 1,000 uncovered villages are being targeted to be covered under the ‘4G USOF Project’ and the ‘4G Saturation Project.’

5G services have also been initiated at selected sites in Shillong. These services will be healthcare expanded to cover about 100 sites across the State.

The state government is working jointly with the Government of Assam to create the optical fiber network for drawing 100 GBpE bandwidth from Bangladesh.

Demand Generation

Government of Meghalaya is planning to start its e-governance initiatives. These initiatives once started should give a major boost to the IT investment in the state by creating a huge demand for software and hardware in the state which could be fulfilled by IT companies from within or outside the state.
